1."Replace or fix the magnetic strips or tapes if the strips and tapes
are damaged."

2."Replacing or fixing are necessary when the strips and tapes are damaged"

=>"Replace or fix the magnetic strips or tapes if they are damaged."

"to make sure the xxx is functionable."

"to make sure the xxx is workable."
(The method is workable)

"To make sure the xxx work correctly."

"Check HMI and buttons whether normal"
"To make sure the HMI and buttons work correctly" ??

sanction

1."Government lifts Philippines sanctions"

2."France may sanction unfettered P2P downloads"

This word "sanction" makes me confused.
I checked dictionary in Yahoo-Kimo.
It has different means like "批準" or "制裁",

Both definitions conflict to each other.
The second sentence "France may sanction unfettered P2P downloads"
could be explained in "法國可能會準許不受限制的P2P下載" or "法國可能會限制自由的P2P下載"

Is it possible to recognize the suitable description? if I don't know the context.

rendition

When I asked several other blind study subjects to draw a spinning wheel, one particularly clever rendition appeared repeatedly.

The FreeDictionary
n.
1. The act of rendering.
2. An interpretation of a musical score or a dramatic piece.
3. A performance of a musical or dramatic work.
4. A translation, often interpretive.
5. A surrender.

Russia, Ukraine and other former Soviet states are colluding in an illegal rendition programme, a new report from Amnesty International claims.

Wick, Aberdeen and Inverness airports were used in the CIA's rendition of terrorist suspects, a study has claimed.

North Scottish airports 'used for redition fighrs'
