Drink water

此處的when昰做連接詞嗎?
總覺得有連接詞,前後都需要有動詞.
"exercise"昰在怎樣的情況下變成exercising?

Some recommend drinking up to  12 cups a day when exercising in the hot sun.

另外,這句話可以把"up to"拿掉嗎?例如:
Some recommend drinking 12 cups a day when exercising in the hot sun

    當主詞已很明確,例如一搬大眾或前面已提及過時,可省略主詞,將動詞改為動名詞
